WE BELIEVE THAT CHILDREN OF ALL ABILITIES INCLUDING BUT NOT LIMITED TO THOSE WITH DEVELOPMENTAL DELAYS AND DISABILITIES, ENGLISH LANGUAGE LEARNERS, MENTAL HEALTH DIAGNOSES AND BEHAVIORAL CHALLENGES, SHOULD HAVE THE OPPORTUNITY TO PARTICIPATE WITHIN A QUALITY, COMMUNITY-BASED EARLY CARE AND EDUCATION PROGRAM REGARDLESS OF THEIR STRENGTHS, NEEDS AND/OR CHALLENGES.
