The Beef Promotion and Research Act of 1985 established the Beef Promotion Operating Committee (BPOC) to oversee programs aimed at strengthening the beef industry. The BPOC is authorized to contract with established national nonprofit industry organizations, such as MICA to implement these programs and initiatives. MICA has an agreement with the BPOC to implement promotion and consumer information programs for beef and beef products. To assist MICA in carrying out its contractual obligations with the BPOC, MICA has contracted with the Pennsylvania Beef Council (PBC).
