MAKING SCOUTING TRAINING AVAILABLE TO ALL BOYS, YOUNG MEN, AND YOUNG WOMEN AND SERVING ORGANIZATIONS AND COMMUNITY GROUPS USING THE SCOUTING PROGRAM WHILE MAINTAINING STANDARDS AND POLICIES, PROTECTING OFFICIAL BADGES AND INSIGNIA, AND REVIEWING AND MAKING RECOMMENDATIONS REGARDING UNIT LEADERSHIP AND FINANCES.
