The exempt purpose of the trust is to provide a dental plan for employees, their dependents, and producer-members of Upstate Niagara Cooperative, Inc. The purpose was accomplished during the year by using employer and participant contributions to the trust to provide benefit payments on behalf of covered participants for the expense of dental services received. All expenditures of the trust during the plan year, with the exception of a small amount of administrative expenses (approx. 5%) to operate the plan, were in the form of benefits paid to participants or their dental service provider for covered dental expenses.
