(2) TO CREATE A SOCIAL ENVIRONMENT OF SELF-DETERMINATION AND COOPERATION THAT ENCOURAGES ECONOMICALLY DISTRESSED RESIDENTS TO PURSUE THEIR LIFE GOALS AND ASPIRATIONS, ESPECIALLY WITH REGARD TO ADEQUATE HOUSING, WITH A SENSE OF SELF-RESPECT AND DIGNITY.
