MERCY HEALTH PLAN CARRIES OUT ITS MISSION THROUGH ITS OWNERSHIP AND PARTICIPATION IN A PARTNERSHIP THAT OPERATES HEALTH MAINTENANCE ORGANIZATIONS FOR MEDICAID ENROLLEES AND MEDICAID/MEDICARE DUAL ELIGIBLES WITH SPECIAL NEEDS. THE PARTNERSHIP, GATEWAY HEALTH PLAN, PROVIDES COMPREHENSIVE MANAGED CARE SERVICES TO MEDICAID RECIPIENTS UNDER RISK-BASED CONTRACTS AND THROUGH CONTRACTUAL NETWORKS THAT INCLUDE HOSPITALS, PHYSICIANS, AND OTHER HEALTH CARE PROVIDERS. AMONG OTHER THINGS, THE PARTNERSHIP PARTICIPATES IN THE HEALTHCHOICES PROGRAM IN PENNSYLVANIA, A PROGRAM DESIGNED TO ENSURE THAT MEDICAID RECIPIENTS, WHO ARE MANDATED UNDER THE PROGRAM TO ENROLL IN A PARTICIPATING HEALTH MAINTENANCE ORGANIZATION, HAVE ACCESS TO UNIFORMLY HIGH QUALITY PRIMARY AND PREVENTIVE CARE, WHILE ALLOWING THE PENNSYLVANIA DEPARTMENT OF PUBLIC WELFARE TO CONTROL THE GROWTH AND COST OF THE PROGRAM.THROUGH THESE ACTIVITIES, MERCY HEALTH PLAN FACILITATED THE PROVISION OF HEALTH CARE SERVICES TO LOWER INCOME INDIVIDUALS AND OTHERS HAVING SPECIAL NEEDS, AND THEREBY CARRIED OUT THE SECTION 501(C)(3) CHARITABLE PURPOSE OF PROVIDING RELIEF TO THE POOR AND DISTRESSED AND LESSENING THE BURDENS OF GOVERNMENT.
