FOSTERING COOPERATION WITH OTHER SIMILAR ORGANIZATIONS AND AGENCIES IN AN EFFORT TO FURTHER OBTAIN AND MAINTAIN ADEQUATE WATER FACILITIES FOR SOUTH CAROLINA CITIZENS; 3.
