Child Care Payment Assistance: The child care payment programs (CAPP, CalWORKs Stage One, 2, 3 and Foster Care) are designed to provide full or partial reimbursement of child care services on behalf of eligible families in Oakland and Southern Alameda County. The goals of these programs are to assist and promote the health, growth, care, development and education of children in Alameda County by providing child care for 4,501 children, while their parents continue their employment, education, welfare-to-work activities, are seeking employment or permanent housing, are incapacitated, or involved with child protective services. Eligibility is based on income and need for child care services.

Cost of Care Plus funds allow for additional payments to all providers to supplement their child care rates. These supplemental funds are based on number of children in child care payment assistance programs served by each provider. SB140 funds are provided to 4Cs for the agency's state-mandated activities as it pertains to Child Care Provider's Union agreements including implementation of full-time definition updated to being 25 hours or more of care weekly and reimbursement of care costs based on child's enrollment rather than attendance.

The Child Care Resource and Referral (R&R) Program provides information and resources to parents of all incomes in need of child care services in southern Alameda County. More than 5,674 parents were counseled in 2025 on their child care options and helped to develop a child care plan by providing referrals to child care programs. Other services are available to families through special programs including parenting classes, playgroups, and family navigation. We also provide on-going training and support to child care providers including 77 workshops and trainings attended by 1,526 providers in 2025. The support we provide to child care providers includes professional development resources and guidance, individualized coaching and technical assistance, on-site visits, and free referrals to their programs. We also provide coaching and training to Alameda County Quality Counts participants. New family child care providers can receive start-up assistance development and business training through our Child Care Initiative Project. Informal caregivers also attend free playgroups and workshops through our Play & Learn program.
