TO HELP CREATE UNDERSTANDING AND PROGRESS IN THE RELATIONSHIP BETWEEN LAW ENFORCEMENT AND THE COMMUNITY AND TO EXERCISE ALL POWERS GRANTED UNDER THE LAWS OF THE STATE OF NEW MEXICO TO NON-PROFIT CORPORATIONS.
