The agency is licensed by the Pennsylvania Department of Human Services and the Office of Mental Health and Substance Abuse Services. PRTF candidates must meet the medical necessity criteria as determined by a licensed Psychiatrist. HYS provides treatments to male youths entering the program between the ages of ten and eighteen who are diagnosed with a mental health disorder and who usually have delinquency and/or dependency issues.
