The Council operates a weekly food pantry to address food insecurity among low income individuals and families in the St. Clairsville School District and surrounding areas. During the year, 2,591 service visits were provided, resulting in the distribution of more than 31,000 meals to over 7,300 individuals. Operations were supported by more than 4,500 volunteer hours dedicated to food procurement, inventory management, and client service. This program directly advances the Council's exempt purpose by reducing hunger and stabilizing vulnerable households.

The Council provides limited emergency financial assistance to prevent utility disconnections for households experiencing temporary hardship. The Council sponsors cooperative community programs that promote spiritual support and community unity. The annual National Day of Prayer serves the entire county and includes speakers representing multiple Christian denominations, as well as local law enforcement, members of the Judiciary, City and Township Leadership, and other non-profit community organizations. The week long Bible reading was followed by a service with over 150 people in attendance. The Council also sponsors a community Baccalaureate Service honoring graduating seniors, which was attended by over 125 individuals. Additionally, the Council hosted four free "Soup and Sermon" luncheons at Council churches during the Lenten season with average attendance of 110 participants each week. These programs foster community engagement, spiritual encouragement, and interdenominational cooperation, and are consistent with the Council's charitable and religious mission as stated in its Articles of Incorporation.
