WE WORK TO ELEVATE LOCAL GOVERNMENT TO BE THE HIGHEST LEVEL OF COLLABORATION FOR PEOPLE WORKING TOGETHER IN A PLACE, NOT MERELY THE LOWEST LEVEL IN A HIERARCHY OF GOVERNMENTS.
