We hosted a two-day listening session with the DOJ on Minneapolis police treatment of people in mental health crisis and prepared a report that provided extensive recommendations. We petitioned and became amici in the MDHR consent decree. We prepared and presented a detailed analysis of the MDHR consent decree in community forums. We provided an analysis and recommendations on civilian oversight in Minneapolis to the DOJ.

Litigation Unit:We worked on 24 cases, settling or resolving eight cases. We launched a major lawsuit against the Bureau of Criminal Apprehension on behalf of five families to force the BCA to release data on the deaths of their loved ones. We held a major press conference announcing a landmark settlement in the Marcus Golden case and debunking the police narrative in that case. We helped the family of Cordale Handy win a record $21.5 million judgment from the City of St. Paul. We launched a lawsuit on behalf of unsheltered homeless people whose property was seized by the city during evictions.

Policy Work:We served on the POST Board Rules Advisory Committee, crafting law enforcement professional standards and rules that increased the power of the board to take action on licenses of officers who violate those standards. We worked with City of Brooklyn Center to develop an expanded response network, including developing a budget. We worked with the Minneapolis Police Chief to craft a policy regarding access to naloxone to address opioid overdoses. We testified for the passage of a bill to allow for civilian oversight of police. We wrote and worked for the passage of a bill that would strengthen the ability of the MN Board of Private Detective and Protective Agent Services to oversee unlicensed security companies and increase their accountability.
