The intention of this program is to assist with overpopulation and encourage pet owners to spay or neuter their animals. The voucher is valid for one free cat spay or neuter and a rabies vaccination. There were 69 cats, 40 females and 29 males, spayed or neuter in 2025. $4,885 was paid for the voucher program in 2025.
