FINANCIAL ASSISTANCE AND SCHOLARSHIP PROGRAMS WILL BE DEVELOPED TO ALLOW ACCESS FOR FAMILIES THAT OTHERWISE WOULD NOT BE ABLE TO PARTICIPATE.
