The programs objective is to prevent exposure-related harm while connecting participants to longer term stabilization services. Shelter operations included overnight accommodations meals hygiene access supervision crisis response and referrals to healthcare treatment housing resources and case navigation through the Resource Center. In 2025 the shelter operated 70 nights served 83 unique guests provided 900 bed nights of shelter and 867 meals and completed 47 service referrals or next step stabilization plans connecting participants to Street Reach programs partner shelters treatment facilities or housing assistance.

The outreach teams provide essential items such as food water hygiene products seasonal clothing blankets and limited heating supplies while evaluating critical needs and offering referrals to various support services like the Resource Center White Flag Shelter healthcare facilities and partner organizations. In 2025 about 18 volunteers undertook nearly 262 outreach missions distributing around 872 high-protein meal kits and approximately 100 pounds of propane to those residing outdoors. The teams facilitated approximately 45 camp relocations to enhance safety directed roughly 52 previously unidentified individuals to Street Reach services and recorded 124 successful placements in shelters healthcare facilities identification aid and other stabilization services.
