THE ASSOCIATION ENGAGES IN GOVERNMENTAL AFFAIRS AND LABOR-MANAGEMENT RELATIONS ACTIVITIES DESIGNED TO PROVIDE A COMPETITIVE ADVANTAGE FOR ITS MEMBERS OVER NON-UNION CONTRACTORS.
