Re-defining public radio by taking KIOF-LP 97.9 FM off the air on September 4, 2022 and placing it into a Temporary Application for Provisional Commercial Uses TAPCU project at the Federal Communications Commission (FCC) starting on December 15, 2022 shortly after the Las Vegas Public Radio Vice President passed away, a wrongful death that many suspect over KIOF-LP 97.9 FM. This is due to a failed regulatory system that works for select organizations built on layers of socialism and communism since 1967 identified on American soil as seen on Pages 201 and 202 of the Telecommunications Act of 1934 in the following section: SEC. 393. 47 U.S.C. 393 CRITERIA FOR APPROVAL AND EXPENDITURES BY SECRETARY OF COMMERCE. c Of the sums appropriated pursuant to section 391 for any fiscal year, a substantial amount shall be available for the expansion and development of noncommercial radio broadcast station facilities. On May 12, 2023, the FCC issued the nation's very first Low Power FM commercial license/permit under KVGK-LP 97.9 FM at FCC Facility ID 190166 by apparently waivering and overriding several federal statutes and federal laws dating back to 1934 using KVGK-LP 97.9 FM as a model station in conjunction with Portsonic Communications, LLC (Nevada), a private commercial company working on Low Power FM commercial research and development to get a better idea of how a service fork would look. The FCC also acknowledged this with the 118th Congress on August 1, 2023. The KVGK-LP 97.9 FM commercial license/permit had been good for 6 months and expired on November 12, 2023 although a 3 month Silent STA extension had been filed with the FCC by Portsonic Communications, LLC (Nevada), the private company working on the research and development with the project to look further at processes on what would be needed to fit in a Low Power FM commercial service with federalism. All of this was reported and documented on FCC DA 24-252 to Portsonic Communications, LLC (Nevada) and is publically accessible. There are still pending matters with the FCC CDBS to FCC LMS system conversions for radio by December 31, 2023 that Portsonic Communications, LLC (Nevada) was impacted by during it's research and development and had begun to remedy in 2024 through legal means relating to broken FCC Modification of Broadcast License processes both Las Vegas Public Radio and Portsonic Communications, LLC (Nevada) experienced in May 2023 with KVGK-LP 97.9 FM at FCC Facility ID 190166 during transition of Emergency Alert System (EAS) work for Las Vegas Public Radio's larger 48,000 Watt FM station.
