COLORADO HEALTHOP WAS FORMED AND GRANTED A FEDERAL START-UP LOAN TO START A HEALTH INSURANCE COOPERATIVE UNDER THE AFFORDABLE CARE ACT IN 2012. ACTIVITIES OF THE ORGANIZATION IN 2012 AND 2013 WERE FUNDED THROUGH THE FEDERAL START-UP LOAN AND INCLUDED BUILDING THE OPERATIONAL INFRASTRUCTURE, OBTAINING A CERTIFICATE OF AUTHORITY FROM THE COLORADO DIVISION OF INSURANCE, DESIGNING BENEFIT PLANS, ESTABLISHING NETWORK ADEQUACY, AND PERFORMING OUTREACH AND AWARENESS OF A NEW HEALTH INSURANCE COMPANY IN THE COLORADO MARKET. COLORADO HEALTHOP BEGAN SELLING INDIVIDUAL AND SMALL GROUP INSURANCE POLICIES ON OCTOBER 1, 2013 WITH EFFECTIVE DATES OF JANUARY 1, 2014 AND CONTINUED TO SELL INDIVIDUAL AND SMALL GROUP HEALTH INSURANCE POLICIES ON AND OFF THE COLORADO HEALTH EXCHANGE (CONNECT FOR HEALTH COLORADO) DURING 2015. IN 2016, THE COMPANY WAS DECLARED INSOLVENT AND PLACED INTO COURT ORDERED LIQUIDATION. IN 2019, THE COMPANY RECEIVED BOTH A REINSURANCE RECOVERY AND PROCEEDS FROM THE SALE OF THE RISK CORRIDOR RECEIVABLE THAT WILL BE USED TO PAY OUTSTANDING CLAIMS. OTHER DISTRIBUTIONS WERE RECEIVED IN 2022 AND 2023.
