All the expenses for the Coalition are in support of its mission to advance the adoption of uniform rules and regulations that prohibit the use of illegal drugs and medication in horse racing. The majority of these expenses are related to efforts to support the adoption and implementation of anti-doping and medication control rules for the Thoroughbred Horse Racing under the Horseracing Safety and Integrity Act of 2020 (HISA). HISA is designed to create a private, independent horse racing anti-doping authority responsible for developing and administering a nationwide anti-doping and medication control program for horse racing.
