The Permanent Supporting Housing (PSH) Program - The Permanent Supportive Housing (PSH) program provides long-term housing and intensive case management to individuals who have experienced chronic homelessness and live with disabling conditions. PathForward supports approximately 200 scattered-site housing placements across Arlington County through PSH, Rapid Re-Housing, and Transitional Housing programs. Clients receive trauma-informed case management, healthcare coordination, benefits navigation, income support, and assistance with activities of daily living. PathForward maintains housing retention rates of approximately 90% or higher across its permanent supportive housing programs. In FY26, PathForward aims to support at least 138 individuals in moving into permanent housing and to maintain 85% housing stability at 12 months for housed clients. The organization also works to increase income and benefits for at least 30% of participants in housing programs, strengthening long-term stability

Homeless Services Center (HSC) - PathForward operates two 24/7 shelter facilities: the Homeless Services Center (HSC) and, beginning in April 2025, the Residential Program Center (RPC). Together, these facilities provide 97 year-round shelter beds and seasonal hypothermia/overflow capacity serving approximately 100 individuals each winter. Across both facilities, PathForward anticipates providing approximately 39,000 shelter bed nights and 54,000 meals annually. Prior to assuming management of the RPC in 2025, PathForward provided 48,000 meals annually to individuals experiencing homelessness. Shelter Services provide safe, low-barrier emergency housing, case management, and housing navigation designed to move individuals toward permanent housing as quickly as possible. Street Outreach, which increased to seven days per week in 2025, engages individuals living unsheltered in encampments, wooded areas, underpasses, and other locations not meant for habitation. Staff distribute essential supplies, including food, water, clothing, blankets, and hygiene items, while building relationships and connecting individuals to shelter, healthcare, and housing services. Day Program services provide low-barrier access to meals, showers, laundry facilities, clothing, case management, and referrals to medical and behavioral health services. The HSC also includes five medical respite beds serving individuals discharged from hospitals who require short-term recovery support. PathForward aims to provide medical respite to at least 12 individuals annually, with 90% linked to safe housing or appropriate care settings at discharge.
