Splash's work in Sub-Saharan Africa is centered on Project WISE Phase II, a multi country, citywide initiative designed to demonstrate that sustainable, government led WASH services can reach every public school in a city. Phase II builds on earlier implementation by transitioning from direct service delivery to a model that works through government systems and local implementing partners to achieve broader scale and long term sustainability. Ethiopia remains Splash's largest country program. Rapid urban growth in cities such as Addis Ababa continues to strain water and sanitation services, particularly in public schools. By the end of 2025, Splash had served more than 845,000 children across multiple Ethiopian cities, including Addis Ababa and Bahir Dar. Phase II expands this work by strengthening government ownership, embedding standards and monitoring systems, and ensuring that operations and maintenance are financed and managed locally over time. Splash is also expanding into additional countries in East and Southern Africa, including Zambia and Malawi. Across these countries, Splash is implementing a citywide approach that aims to reach all public schools in target cities with integrated WASH and menstrual health services, while supporting governments to plan, finance, and sustain these services independently.

While direct implementation has decreased as Splash has either exited , Splash's work in the region contributes to global learning on cost effective, scalable WASH in Schools models and informs ongoing expansion efforts under Project WISE Phase II. Splash's programs in East and Southeast Asia reflect earlier phases of the organization's work, where it implemented WASH infrastructure and services directly in child serving institutions. By the end of 2025, Splash had ensured access to clean water for approximately 350,000 children across countries including China, Cambodia, Vietnam, and Thailand. In China, Splash successfully completed a nationwide initiative to ensure safe water access in orphanages, reaching more than 1,100 institutions across 32 provinces. The organization has since transitioned out of direct implementation in several countries as programs were completed, reflecting its broader strategy to demonstrate effective models and enable local stakeholders to sustain and expand services independently.
