B) TO PROMOTE THE COMMON GOOD AND GENERAL WELFARE OF THE CITY OF GREENWOOD, LEFLORE COUNTY, MISSISSIPPI, ITS INHABITANTS, SURROUNDING TERRITORIES AND ITS INHABITANTS, BENEFITTING SOCIETY BY REDUCING BLIGHTED HOUSING CONDITIONS.
