THE PURPOSES STATED IN THIS SUBSECTION SHALL BE DEEMED THE PRIMARY PURPOSE OF THE CORPORATION AND THE MAINTENANCE AND OPERATION OF SAID HOMES SHALL AT ALL TIMES HAVE PREFERENCE IN THE USE OF INCOME AND/OR CORPUS OF PROPERTY BELONGING TO THE CORPORATION OR HELD IN TRUST FOR IT.
