IN 2018, THE MISSOURI COUNCIL FOR A BETTER ECONOMY RAN ONE LARGE PROJECT BRANDED AS BETTER TOGETHER. THE WORK INCLUDED RESEARCH AND PUBLISHED REPORTS ON THE EFFICACY OF LOCAL GOVERNMENT IN ST. LOUIS CITY AND ST. LOUIS COUNTY. IN THOSE REPORTS, BETTER TOGETHER LOOKED AT FOUR QUESTIONS: 1. HOW IS THE PARTICULAR SERVICE DELIVERED TODAY AND AT WHAT COST? 2. WHAT IS CONSIDERED TO BE "BEST PRACTICES" IN THIS SERVICE AREA? 3. HOW DOES ST. LOUIS'S PERFORMANCE COMPARE TO BEST PRACTICES? 4. HOW CAN ST. LOUIS IMPROVE ITS PERFORMANCE? RESEARCH AND REPORTS ISSUED IN 2018 INCLUDED ANALYSIS OF VARIOUS POLICIES AND BUDGETS FOR THE 90 LOCAL GOVERNMENTS IN ST. LOUIS CITY AND COUNTY. ALL RESEARCH HAS A STRONG PUBLIC-COMMENT COMPONENT. IN 2018, BETTER TOGETHER RESEARCHERS CONDUCTED VARIOUS MEETINGS. THESE MEETINGS INCLUDED INDIVIDUAL MEETINGS WITH OPINION-MAKERS OR LEADERS AND MANY PUBLIC MEETINGS WITH AUDIENCES OF 100 OR MORE.
