In 2024, Civil Survival provided legal representation in 1,366 cases. Our team waived over $1.3 million in LFOs and successfully vacated 345 convictions. We appeared in 64 different courts across Washington and continued to offer accessible legal support, including 102 consultations through our Attorney Office Hours program. We also provided 213 criminal history reports to help individuals understand and navigate their records. In 2024, our team also added a Reentry Resource Navigator to assist legal clients with other reentry needsplaying a key role in empowering individuals impacted by the criminal legal system and expanding access to essential reentry services, ultimately helping clients overcome the challenges of reentry and build successful futures.

During its third year of operation, Civil Survivals Blake Civil Impacts Project helped low-income Washingtonians vacate 86 unconstitutional drug possession convictions under State v. Blake and obtain LFO refunds. In addition to direct legal representation, Civil Survival distributed education materials to assist the public in obtaining a Blake vacation without an attorney. We also maintained a guide on its website that allows people to determine whether they have a Blake conviction. Civil Survival brought Blake information into the community, sharing resources with hundreds of people at community events and meetings.

In 2024, Civil Survivals advocacy team advanced several key legislative and budget priorities to promote equity and expand opportunity for individuals impacted by the criminal legal system. We helped secure the passage of major bills including SB 5974, which eliminates all juvenile LFOs by 2027, and SB 5998, which aligns vacate eligibility timelines for misdemeanors and felonies. We also supported legislation to provide state IDs upon release (HB 2099), expand gate money access (SB 5893), and ensure lived experience is represented on legislative committees (HB 1541). Our 2024 Community Empowerment Week brought together over 100 people from across the state for policy education, legislative meetings, and a DREAM rally featuring the voices of incarcerated individuals. Throughout the year, we hosted 47 Game Changer meetings to provide peer support, civic education, and legal resources, and offered over 100 Ask a Lawyer consultations. Through our leadership in the Free the Vote coalition, we distributed voting rights materials to all 39 jails in Washington, registered and pre-registered voters in youth prisons, and reached over 27,000 people through direct outreach and digital campaigns. We also launched the first cohort of our six-month Unlocking Legislative Advocacy program, training 17 justice-impacted leaders to become effective grassroots advocates.
