THE HIGH TECH INVENTORS ALLIANCE (HTIA) HAS BEEN AN ADVOCATE FOR BALANCED REFORMS AT THE US PATENT AND TRADEMARK OFFICE, THE US COURTS, AND CONGRESS, ADDRESSING THE ROOT CAUSES OF PATENT LITIGATION ABUSE WHILE PROMOTING A PATENT SYSTEM THAT ENCOURAGES INVESTMENT IN NEW TECHNOLOGIES AND AMERICAN JOBS. THOSE REFORMS INCLUDE:- IMPROVING PATENT QUALITY;- SUPPORTING THE INTER PARTES REVIEW PROCEDURE OF THE AMERICA INVENTS ACT;- MAKING PATENT LITIGATION FAIR AND EFFICIENT;- APPLYING DAMAGE AWARDS THAT ARE FAIR AND SUPPORT INNOVATION. IN 2024, HTIA ACTIVELY PARTICIPATED IN THE POLICY-MAKING PROCESS BY SUBMITTING COMMENTS AND RECOMMENDATIONS TO THE USPTO. HTIA SUPPORTED PROPOSED CHANGES TO THE USPTO'S TERMINAL DISCLAIMER PROCESS, AND OFFERED INPUT ON THE USPTO'S PROPOSAL ON DISCRETIONARY DENIAL ISSUES. HTIA ALSO SUBMITTED COMMENTS ON THE USPTO'S PROPOSED MOTION TO AMEND PRACTICE AND PROCEDURE RULES. ADDITIONALLY, HTIA JOINED MULTI-ASSOCIATION LETTERS EXPRESSING CONCERN WITH PATENT LEGISLATION PERA AND PREVAIL, AND URGED CONGRESS TO NOT MOVE THE BILLS FORWARD.
