TO DEVELOP AN ORGANIZATION IN WHICH AND WITH WHICH PHYSICIANS AND OTHER HEALTH CARE PROVIDERS CAN WORK COOPERATIVELY TO OFFER COST-EFFECTIVE AND EFFICIENT DELIVERY OF AND ACCESS TO HEALTH SERVICES TO PEOPLE LIVING OR WORKING IN IOWA AND/OR NEBRASKA, INCLUDING BUT NOT LIMITED TO OFFERING TO CONTRACT FOR HEALTH CARE SERVICES ON THE BASIS OF FINANCIAL OR OTHER RISK SHARING; 5. TO MARKET ONE OR MORE COMPETITIVE HEALTH DELIVERY PLANS OR PROGRAMS TO SERVE EMPLOYERS AND PEOPLE LIVING OR WORKING IN IOWA AND/OR NEBRASKA; 6. TO PROVIDE A MEANS BY WHICH PHYSICIANS AND OTHER HEALTH CARE PROVIDERS IN IOWA AND/OR NEBRASKA CAN MEET THE NEEDS OF PEOPLE LIVING OR WORKING IN IOWA AND/OR NEBRASKA FOR HEALTH CARE IN A CHANGING HEALTH CARE SYSTEM; 7. TO CONDUCT ANY AND ALL BUSINESS ACTIVITIES RELATED TO OR BENEFICIAL TO ONE OR MORE OF ITS OTHER CORPORATE PURPOSES. 8.
