ADVOCACY1. EIPCa sent three letters (4/30/21, 5/18/21 and 7/17/21) with Findings Reports with our research of VoteCal to the new CA Secretary of State to provide critical issues in the statewide voter rolls due to the lack of maintaining an accurate statewide voter roll database. EIPCa included an encrypted Excel report transmitted directly to the Sect. of State office identifying the issues. Because these were ignored, EIPCa posted the June letter to our website as an Open Letter to the CA Secretary of State. 2. EIPCa sent a letter with a Findings Report to both the California Secretary of State Shirly Weber and the Nevada Secretary of state Barbara Cegavske on April 30, 2021 regarding Cross-State Registration and Voting Irregularities. This comparison exposed more than 60,000 persons who appear to be unlawfully registered to vote in both states. Among other issues, 180 appear to have voted in both states in the November 2020 election.3. EIPCas lawsuit in Ventura County filed in 2020 regarding violation of EIPCa citizen Observer rights continues to work its way through the courts. 4. EIPCas lawsuit challenging the unconstitutional laws, emergency regs, and policies & procedures was amended in March 2021 and heard in federal court in May 2021. The Court heard oral argument on May 14, 2021 and took the matter under submission. The Court dismissed the case, with prejudice, for lack of subject matter jurisdiction. EIPCa filed an Appeal with the 9th Circuit Court of Appeals on September 28, 2021. EIPCa attorney provided the required briefs in 2021 and continued the process of review throughout 2022.5. EIPCa Sent a 5-page letter to Office of Administrative Law regarding CA Secretary of State Proposed Signature Verification & Ballot Processing Regulations. EIPCa requested the Office of Administrative Law disapprove the Proposed Readoption of Emergency Regulations of Secretary of State concerning Signature Verification, and Ballot Processing Regulations, for failure to meet the standard of an emergency, failure to show substantial progress in the regular rulemaking process, and lack of authority to override existing election law, including provisions concerning signature verification, ballot envelope signatures under penalty of perjury, and specifications of genuine mail ballots. 6. EIPCa sent a 5-page letter to CA Secretary of State regarding Proposed Regulations re Access to Voter Registration Regulations challenging the regulations because they would empower the California Secretary of State, and County Election Officials, to hamstring any candidate, political party, campaign, journalist, or election watchdog by arbitrarily denying access to voter registration data. this regulation would override Elections Code 2194(a)(3), which permits uses of voter registration data for election, scholarly, journalistic, political, and governmental purposes.

RESEARCH1. EIPCa Researched VoteCal, Californias statewide voter registration database. EIPCa purchased the statewide voter roll database in February 2021. EIPCa analyzed the data and provided a Findings Reports to the new CA Secretary of State identifying serious integrity risks in the data. Due to no response, EIPCa posted the letter with the Findings Report on our website.2. EIPCa Researched the Nevada state voter roll database. EIPCa analyzed the data and provided a Findings Reports to the Nevada Secretary of State identifying serious issues with voter list maintenance requirements. 3. EIPCa trained approximately 3,400 volunteers to observe the election process for the 2021 Gubernatorial Recall election in over 40 counties. EIPCa provided Train the Trainer training for EIPCa county Coordination Team members to prepare them to provide in-person training for EIPCa observer volunteers in their county. EIPCa also provided electronic training for citizens in counties that did not have a Coordination Team. EIPCa teams observed the election process for Californias 60-day Election Season. 4. Analyzed Incident Reports regarding the Gubernatorial Recall election submitted by EIPCa Election Observations Volunteers and Citizen Witness Statements. EIPCa identified patterns throughout the state identifying serious issues with the vote by mail voting system as a result of bloated voter rolls allowing for almost half a million ballots to mailed to out.
