Create a national mentoring effort to assure every child/youth who needs a mentor has one. 3. Develop universal access to alternative education for high school students to greatly reduce dropout rates. 4. Expand high school summer employment opportunities, pathways and apprenticeship programs. 5. Expand National Service opportunities-civilian or military-for all youth who seek it.
