Monitoring implementation of the Music Modernization Act (MMA), passed in October 2018, which reforms the process of music licensing and creates a formalized body, the Mechanical Licensing Collective (MLC), run by publishers, that (a) administers the "mechanical licensing" of compositions on streaming services, and (b) funds the creation of a first-of-its-kind, comprehensive database. The corporation seeks to ensure that the policies and procedures developed under the MMA create a system by which songwriters have ease of collection of their royalties and ensure that the MLC is not used by licensees as a tool to convince congress to create regulated or compulsory systems with respect to any other song writer's income stream.
