THE PROMOTION OF COMMUNITY DEVELOPMENT AND EXPANDED EDUCATIONAL OPPORTUNITIES, INCLUDING BUT NOT LIMITED TO PROVIDING SCHOLARSHIPS FOR RESIDENTS OF LOW-INCOME HOUSING COMMUNITIES AND PROPERTIES AND OTHER DESERVING STUDENTS WHO DEMONSTRATE A FINANCIAL NEED FOR EDUCATION FUNDING ASSISTANCE; IV.
