THE HOUSING FACILITIES AND SERVICES ARE SPECIALLY DESIGNED TO MEET THE PHYSICAL, SOCIAL AND PSYCHOLOGICAL NEEDS, AND TO PROMOTE THE HEALTH, SECURITY, HAPPINESS AND USEFULNESS OF THE RESIDENTS IN LONGER LIVING, THE CHARGES FOR SUCH FACILITIES AND SERVICES TO BE PREDICATED UPON THE PROVISION, MAINTENANCE AND OPERATION THEREOF ON A NON-PROFIT BASIS. TO QUALIFY FOR OCCUPANCY, RESIDENTS MUST BE AT LEAST 62 YEARS OF AGE, OR OLDER, AND HAVE INCOME LEVELS AT OR BELOW 50% OF THE AREA MEDIAN.
