The Housing Rights Committee of San Francisco (HRCSF) provides tenant counseling and education services to support housing stability for renters across the city. Each year, we assist thousands of tenants in multiple languages, offering information about tenant rights and helping individuals navigate issues such as rent increases, eviction notices, repairs and habitability concerns, harassment, and language access. Through one-on-one counseling and community education, we help tenants better understand their rights and the resources available to them, supporting safer and more stable housing outcomes.

HRCSF supports tenants in connecting with their neighbors and participating in collective efforts to address shared housing concerns. Through outreach, workshops, and tenant meetings, we provide education on tenant rights and support tenants in engaging with landlords and relevant agencies. Our work includes supporting residents in subsidized housing, coordinating tenant networks across neighborhoods, and engaging communities experiencing high levels of housing instability. Throughout, we prioritize culturally responsive outreach and multilingual access to ensure services reach communities most impacted by displacement pressures. Through these combined efforts, tenants are able to resolve housing issues, secure needed repairs, and achieve improved housing conditions.

The San Francisco Anti Displacement Coalition (SFADC) program is a coalition of approximately two dozen tenant-serving organizations and allies working to address eviction, rent increases, and displacement in San Francisco. The program coordinates citywide advocacy campaigns and policy efforts to prevent displacement and promote housing stability, safety, and affordability. SFADC operates a peer-to-peer network of tenant counselors and legal service providers, offering trainings and support to strengthen the quality and consistency of tenant services across the city. The program also develops and distributes multilingual know your rights resources and convenes public events and assemblies to connect tenants, build shared understanding of housing issues, and support coordinated responses to displacement pressures.
