WE PURSUE A COMPREHENSIVE APPROACH AT BOTH THE LOCAL AND STATE LEVEL USING: EXPERTISE, ACTION, AND THE CREATION OF BLUEPRINTS WHICH STATE AND LOCAL ADVOCATES CAN USE TO CHANGE POLICIES AND PRACTICES IN THEIR JURISDICTIONS.
