ENCOURAGE IMPROVEMENTS AND GENERAL KNOWLEDGE OF THE QUARTER HORSE BREED BY PROMOTION OF RACING IN OREGON, WHICH IS GOVERNED BY THE OREGON RACING COMMISSION
