THE OREGON WATER RESOURCES CONGRESS PROMOTES THE DEVELOPMENT, CONTROL, CONSERVATION, PRESERVATION AND UTILIZATION OF LAND AND WATER RESOURCES OF THE STATE OF OREGON; WORKS TOWARD THE RECLAMATION OF LAND BY IRRIGATION, DRAINAGE, CLEARING, CONSERVATION PRACTICES AND ANY OTHER METHOD OF PRACTICE NOT OPPOSED TO THE FOREGOING GOALS; AND ASSISTS ANY OTHER ORGANIZATION, AS A MEMBER THEREOF OR OTHERWISE, IN THE FURTHERANCE OF ANY OR ALL OF THESE PURPOSES.
