THE ASSISTANCE AND RECOVERY PROGRAM, INC. (THE "PROGRAM") WAS ESTABLISHED OCTOBER 1, 1986 BY THE AUTHORIZED REPRESENTATIVES OF THE OPERATING ENGINEERS LOCAL UNION NO. 3 ("LOCAL NO. 3"). THE PROGRAM IS A NON-PROFIT MUTUAL BENEFIT CORPORATION SERVING LOCAL NO. 3'S SIGNATORY EMPLOYERS, MEMBERS AND FAMILIES WHO MAY BE STRUGGLING WITH CHEMICAL DEPENDENCY AND SUBSTANCE ABUSE DISORDERS. THE GOAL OF THE PROGRAM IS TO ESTABLISH PRE-AUTHORIZATION, UTILIZATION REVIEW, CASE MANAGEMENT, AND OTHER RELATED ADMINISTRATIVE SERVICES TO ELIGIBLE PARTICIPANTS.
