CalMedForce administers annual grants to fund residency positions at graduate medical education (GME) programs throughout California to train physicians and help the state address its growing physician shortage. The University of California is the designated recipient of the funding via tobacco tax revenues, Proposition 56, and has contracted with PHC to administer this GME grant program. In 2023, CalMedForce funding awarded the largest number of residencies and resident positions to date, to sustain, retain and expand GME in primary care and emergency medicine. A total of 138 residency programs were awarded $38.7 million to fund 217 resident positions.

CalHealthCares administers loan repayment for educational debt to California physicians and dentists who provide care to Medi-Cal patients, which represent one-third of Californians and half of the state's children. The Department of Health Care Services has funded the program through the state tobacco tax revenues, Proposition 56, and contracted with PHC to administer the statewide program. Eligible physicians can apply for up to $300,000 in loan repayment in exchange for a five-year service obligation. Eligible dentists can apply for up to $300,000 in exchange for a five-year service obligation or a practice support grant of up to $300,000 in exchange for a ten-year service obligation. In 2023, a total of 263 physicians and 34 dentists were awarded $72.5 million to reduce the educational debt. Physician awardees are providing services to Medi-Cal patients in 40 counties throughout California and dentist awardees are providing services in 7 counties.

The COVID-19 Therapeutics Equity Grant Program, also known as Test to Treat Equity Grant, was established by the California Department of Public Health to connect patients who test positive for COVID-19 with the therapeutic treatment to decrease related morbidity and mortality. CDPH has partnered with the the Physicians for a Healthy California to secure funding to support safety-net providers to operationalize access to clinically appropriate COVID-19 therapeutics in a timely manner with a focus on expedited elements of assessment and treatment. The grant program came to a close in 2023, concluding $70.8 million awarded to 242 safety-net providers and public health systems to improve COVID-19 testing and treatment in underserved communities across 45 counties.
