Mission

Center for Health Care Rights provides free, unbiased information, education, and assistance to consumers so that they can better understand and make decisions about their Medicare coverage. We do this through one-on-one Medicare counseling and navigation over the phone or in-person, through outreach to the community at health fairs and other community events, and through community education workshops.

Center for Health Care Rights contracts with the City of Los Angeles Department of Aging and Los Angeles County Aging & Disabilities Department to provide Health Insurance Counseling and Advocacy Program (HICAP) services to residents of Los Angeles County. These services include free education, counseling, advocacy, and legal services to Medicare beneficiaries and those soon to be enrolled in Medicare. In 2024-2025, our staff and volunteer counselors conducted 7,208 intakes with individuals through our telephone hotline and in-person at sites throughout Los Angeles County, in addition to 651 people who were provided with legal services with the assistance of our attorneys. We reached 18,732 residents through 253 educational and outreach events with topics including general Medicare information, Medicare fraud prevention, and programs for low-income individuals and received earned media with the potential to reach 42,000 local residents. In addition to assisting people in making informed decisions about Medicare, our work resulted in cost savings of over $3,096,624 to our clients.
