In 2025, Texas Campaign for Mothers continued to build a non-partisan coalition to advocate for clarifications to Texas laws to protect women with pregnancy complications and the physicians who care for them and successfully advocated for the passage of the Life of the Mother Act SB31, during the 89(R) Texas Legislative Session. The Life of the Mother Act (LOMA) (i) makes it clear that physicians are able to treat women facing pregnancy complications as soon as a medi- cal emergency is diagnosed, without fear of legal repercussions, ensuring physicians can provide evidence-based care to women facing pregnancy complications, (ii) removes threat of criminal / civil repercussions when physicians,using their reasonable medical judgment,

determine the medical emergency exception applies, remedying the chilling effect current laws have had on patient-physician communications and medical recruitment / retainment statewide, and (iii) requires the Texas Medical Board and the State Bar of Texas to offer education courses on the updated reproductive health laws to to increase understanding by the medical/legal professions. The bill was passed unanimously in the Senate and almost unanimously in the House. Following the passage of the LOMA in June 2025, Texas Campaign for Mothers worked to support the development of the medical and legal education required by the LOMA and ensure it was clear and accurate.
