ADDITIONALLY, ELC'S ARE DESIGNED WITH AND FOR PARENTS, TO INCREASE NEIGHBORHOOD PARTICIPATIONS TO "CRITICAL MAS", WHERE ATTENDANCE AND APPLICATION OF TRAINING RECEIVED BECOMES THE COMMUNITY CULTURAL NORM, RATHER THAN THE EXCEPTION.
